Flint, MI Public Conduct: Jaywalking (2026)

City of Flint Code § 28-157 splits jaywalking into two rules. Anywhere a pedestrian crosses a roadway other than in a marked or unmarked crosswalk, that pedestrian must yield the right-of-way to vehicles on the roadway. Between adjacent intersections that both have working traffic-control signals, the rule tightens into an outright ban: pedestrians may not cross at any point except in the crosswalk. Drivers still carry a standing duty under subsection (c) to exercise due care and watch for children or others in the roadway, so the ordinance does not shift all risk onto pedestrians.
