Florissant, MO Public Conduct: Jaywalking (2026)

Chapter 345 governs pedestrians' rights and duties on Florissant streets. Section 345.020 gives pedestrians the right-of-way inside a crosswalk, and Section 345.050 requires anyone crossing outside a crosswalk to yield to vehicles. Section 345.060 goes further, flatly prohibiting outside-crosswalk crossing in three specific situations: between adjacent intersections where traffic control signals are operating, anywhere within a business district, and on any street designated by ordinance. The same section bars crossing an intersection diagonally unless official traffic control devices authorize it, and even then, a diagonal crosser must follow whatever pattern those devices set. These crosswalk-only zones apply on top of the general yield duty in Section 345.050, which still governs crossings elsewhere in the City. Section 345.090 separately requires every driver to exercise the highest degree of care to avoid hitting a pedestrian regardless of where the crossing occurs. Because Chapter 345 sets no fine of its own for Section 345.060, enforcement runs through the general penalty clause.
