It reads in full: no person shall ride or use a skateboard in the streets, roads or highways or on the property of any shopping center located within the City limits. 040, which restricts roller skates and coasters to crosswalks, and it separately bans skateboarding on shopping-center property, which is the closest thing the code has to a business-district restriction. The ban is not limited to riding in traffic lanes; the shopping-center clause reaches parking lots, sidewalks and other property within a shopping center regardless of vehicle traffic.
