045, "Use of Skateboards," appears in Chapter 310, "Enforcement and Obedience To Traffic Regulations," part of the Title III traffic code. It reads in full: no person shall ride or use a skateboard in the streets, roads or highways or on the property of any shopping center located within the City limits. 040, which restricts roller skates and coasters to crosswalks, and it separately bans skateboarding on shopping-center property, which is the closest thing the code has to a business-district restriction. The ban is not limited to riding in traffic lanes; the shopping-center clause reaches parking lots, sidewalks and other property within a shopping center regardless of vehicle traffic.

047, the motorized-scooter rule that was updated by Ordinance No. 045 carries only its original 1980/1990 code citation. 080 general penalty, so a skateboarder passing between a shopping center and a City park is subject to two different sections depending on location. 045 itself carries no separate penalty clause, so enforcement again falls to the citywide general penalty.
