Lee's Summit, MO Public Conduct: Jaywalking (2026)

Section 29-487 sets four separate crossing prohibitions. Subsection A bars pedestrians from crossing at any point between adjacent intersections where traffic control signals are operating, except within a marked crosswalk, meaning mid-block crossing is illegal anywhere signals control the surrounding intersections. Subsection B goes further inside the central business district, barring pedestrians from crossing a roadway anywhere except a crosswalk regardless of whether traffic signals are present. Subsection C lets the City designate additional streets by ordinance where crossing outside a crosswalk is banned. Subsection D bars crossing an intersection diagonally unless official traffic-control devices specifically authorize it, and even then a diagonal crosser must follow the signal indications governing that movement.

The rule connects to Section 29-486, which normally requires a pedestrian crossing outside a crosswalk to yield to all vehicles on the roadway, but that yielding duty does not apply where Section 29-487 has banned the crossing outright. Section 29-485 separately requires pedestrians who do cross outside a marked or unmarked crosswalk to cross by the shortest route at a right angle to the curb, reinforcing that Lee's Summit does not tolerate diagonal or angled mid-block crossings even where crossing itself is not banned.
