Lee's Summit, MO Public Conduct: Skateboarding Rules (2026)

Section 29-11 treats skateboards alongside roller skates, coasters and toy vehicles under one rule. Subsection A bars anyone on roller skates or riding a coaster, toy vehicle or similar device from any roadway, except while crossing at a crosswalk, where the rider gets a pedestrian's rights and duties. Subsection B specifically bars riding roller skates or skateboards, or riding in a coaster or toy vehicle, on a sidewalk within the central business district. Subsection C extends the ban to City parks: no one may use roller skates, bicycles, tricycles, E-bicycles, E-tricycles, scooters, skateboards, micro-mobility devices, coasters or toy vehicles in a park or portion of a park, including court areas, when that use is specifically posted as prohibited for the area or when it interferes with pedestrian use of sidewalks or vehicle use of parking lots or structures; trails are excluded from this park restriction.

The section derives from the original 1988 Code and was last amended by Ordinance No. 9293 in December 2021, the same ordinance that rewrote the City's micro-mobility rules for e-bikes and scooters. Riders who cross a street on a skateboard must use a marked crosswalk and are bound by the same signal obedience and right-of-way rules that apply to pedestrians under Sections 29-481 through 29-489.
