Chapter 15, Part 10 of the Borough Code, Pedestrian Regulations, sets the jaywalking rule at § 1004(A): it is unlawful to cross any roadway in a business district except in a crosswalk. A companion clause in § 1004(B) would extend the crosswalk-only rule to specific listed street segments outside the business district, but that table is marked (Reserved) in the current code, meaning no streets have been designated there yet, so the enforceable rule today is the business-district crossing requirement. A related restriction sits at § 1003, meant to bar crossing at unmarked crosswalks at listed intersections; its table is likewise (Reserved), so no specific unmarked-crosswalk locations are currently in force under that section.

Section 1001 requires pedestrians at signalized intersections to obey the traffic-control signal: proceed on green, do not start to cross on steady yellow, and do not enter the roadway on steady red. Read together, a pedestrian in the business district who leaves the sidewalk anywhere other than a marked crosswalk, or who enters the roadway against a steady red or Don't Walk signal, is in violation of Part 10. Enforcement runs through the Pottstown Police Department, with citations adjudicated as summary offenses before a magisterial district judge.
