Pottstown, PA Public Conduct: Skateboarding Rules (2026)

Section 903 of Chapter 15, Motor Vehicles and Traffic Regulations, groups skateboards with roller skates, roller blades, sleds and coasters as toy vehicles and restricts where they may be ridden. Subsection 2 makes it unlawful to ride on any street except to cross the roadway, and unlawful on any sidewalk located in a business district, plus a named stretch: the west side of North Hanover Street between Fourth Street and Farmington Avenue. Pedestrians may still pull a skateboard, coaster or similar toy vehicle by hand on those sidewalks; the ban targets riding, not carrying.

A related rule in subsection 1 bars sledding on any sidewalk and on any roadway not specifically blocked off for sledding under § 105 of Part 1 or § 216 of Part 2 of the same chapter. Chapter 16, Parks and Recreation, layers additional restrictions on top: § 102(B) bars skateboards from public parks outside designated areas, § 103 bans skateboarding on tennis courts, and § 105 forbids it at Smith Family Plaza, the Fountain of Youth Spray Park, Maple Street Park and all playground areas.

The Borough does provide one legal outlet: Trilogy Skateboard Park inside Memorial Park, where § 105(4) requires helmets and pads, limits use to skateboards and in-line skates (roller skates are barred there specifically), and warns that use is at the rider's own risk. Enforcement of § 903 runs through the Police Department, with citations issued as summary offenses before a district magistrate.
