030, Duties, sets the city's mid-block crossing rule. Pedestrians may not step into the portion of a street open to moving traffic at any point between intersections within the central business district, any other business district, or on an arterial highway, nor between adjacent intersections that are both protected by stop signs, except at a marked crosswalk or another place specially provided for crossing. The section also bars pedestrians from crossing street intersections diagonally unless the intersection is signalized and provides a pedestrian all-walk phase permitting it.

Where a pedestrian does cross a roadway outside an intersection crosswalk, subsection (3) shifts the right-of-way to vehicles: the pedestrian must yield to all traffic on the roadway, reversing the normal rule that drivers yield to pedestrians in a marked crossing. 050 requires drivers to exercise due care around any pedestrian on a roadway regardless of these duties. 021(2). The Puyallup police department enforces the section on city streets; it has no application on Puyallup Tribe reservation roads.
