360 requires a pedestrian crossing a roadway outside a marked crosswalk to take the shortest, most direct route: straight across at right angles to the curb, not diagonally and not weaving between parked cars. 340 states plainly that once crosswalks are established, no pedestrian shall cross except by the crosswalk. 370, makes it unlawful to stand in any roadway, whether crossing or not, except in a designated safety zone or a crosswalk, but only when the standing interferes with the lawful movement of traffic; the section carves out an exception for a public officer or public-utility employee necessarily in the street on duty.

Together the two sections give Tracy police the basis to cite a pedestrian who crosses diagonally, mid-block outside a marked crosswalk, or who lingers in a traffic lane rather than moving directly across. 010, which pulls in state Vehicle Code definitions and penalty structures wherever Tracy's own code is silent.
