280 makes it an infraction to ride roller skates, a skateboard, a coaster, or a similar device on a roadway or sidewalk within any business district, as that district is defined by California Vehicle Code § 235, once the city has posted signs prohibiting the activity. The same infraction covers city parking lots and public buildings, again only where notice signs are erected. Signs along rights-of-way and in parking lots must be posted at every entrance to the restricted area and repeated at intervals of no more than 500 feet along the right-of-way, while signage on public buildings need only give reasonable notice.

280 extends the restriction to private parking lots and shopping-center lots and sidewalks, but only if the property owner has posted signs at every entrance that are at least 17 inches by 22 inches and in plain view; without such private signage, the city ordinance does not reach private property. The City Council retains authority, by resolution, to approve roadway and sidewalk closures for organized, community-wide skating events and can attach whatever conditions it judges necessary to protect the public interest, under the same section.

Because the prohibition is sign-triggered rather than citywide, a skater or rider is not in violation on an unposted sidewalk or lot; enforcement depends entirely on whether the required signage is in place at that specific location.
