380 makes it unlawful to skate, or use or ride a skateboard or similar device on any private or public street, bridge, underpass, sidewalk, sidewalk space or public property, or in any private parking or shopping center parking lot in the City, but only inside an area where official signs prohibiting the activity have been posted. The ordinance requires those signs at each entrance to the restricted area and at intervals of no more than 200 feet along it, so an unsigned block is not covered even if a nearby block is.

390 gives the City Manager authority to post or erect these signs on public or private streets, bridges, underpasses, sidewalks, walking areas, other public property, or private commercial centers, whenever the safety of skaters or skateboarders, the protection of private property, or the prevention of traffic congestion or interference warrants it. Because the restriction is sign-dependent rather than citywide, downtown business corridors and shopping centers where skateboarding has drawn complaints are the areas most likely to be posted, while residential sidewalks without signage remain open to skateboard use. 010(D) unless another chapter says otherwise, with escalating fines for repeat violations of the same section within a year.
