Section 46-182, in Chapter 46's Article IV regulations governing conduct on park and recreation property, splits into two commands. Subsection (a) flatly bars loitering in or around any restroom, dressing room, or bathhouse on park grounds. Subsection (b) requires that anyone changing clothes use only the bathing houses or structures the recreation and parks department provides or maintains for that purpose, and separately prohibits dressing or undressing in any vehicle, toilet, or restroom, or anywhere else in the park outside those designated structures. The rule sits among a run of Article IV provisions covering intoxication, vending, noise, unleashed animals, and littering inside parks, all enforced the same way: § 46-3 makes it the duty of police department officers and designated recreation and parks employees to enforce chapter 46, and makes it unlawful to do any act the chapter forbids or to disobey a lawful order from those officers or employees.

Because chapter 46 sets no specific fine for this section, a violation falls under the citywide general penalty at § 1-9, which caps punishment at a $500.00 fine, 60 days imprisonment, or both, and treats each day a violation continues as a separate offense. The restroom loitering ban is distinct from Chapter 58's sidewalk-obstruction rule; the two address different conduct in different locations and are not interchangeable citations.
