Section 666.01 sits in Chapter 666, Peace Disturbances, and it targets the premises rather than only the person making noise. Three people are covered: the person who uses a building or premises, the person who permits it to be used, and the owner or landlord who rents it to be used. The activities named are any business, employment, pleasure or recreation, so a house party, a backyard gathering, a rented hall and a commercial operation all fall inside the wording. The test is whether the use will, by its boisterous nature, disturb or destroy the peace of the neighborhood in which the building or premises is situated.

A second, separate trigger applies when the use is dangerous or detrimental to health.
