Berwyn, IL Parking Rules: Commercial & Oversized Vehicles (2026)

Section 480.03(D) turns on a four-part definition. A commercial vehicle in Berwyn is a vehicle having a state license plate bearing one or more letters of the alphabet (other than "RV" or "CV" preceded by a number), a written advertisement indicating or promoting a business enterprise for hire, ladder racks, ladders, brackets, tools or other paraphernalia in plain view that make it obvious the vehicle is used for a business enterprise, or registration to a legal entity such as a sole proprietorship, partnership or corporation.

Under § 480.03(D)(2), those vehicles cannot be parked on any public way between 10:00 p.m. and 6:00 a.m. of the following day, any day of the week. Section 480.03(B) adds a limit at all hours: no one who owns, controls, drives or operates a commercial vehicle can let it stand on the streets or in the alleys longer than the reasonably expeditious loading or unloading of passengers, loading, unloading and delivery or pick-up of material, or completion of a requested service call. Section 480.03(F) repeats the 10:00 p.m. to 6:00 a.m. ban for the West Library Parking Lot. Subsection (E) exempts public utility vehicles used for emergency purposes for the time needed to restore services, and rental trucks and moving vans parked overnight for one night with the approval of the Police Department.

The overnight alternative is the permit in § 484.10. Permits go to commercial vehicles as defined in § 480.03 and to taxi cabs and limousines, on application to the Police Department Parking Division or the Collector's Office. They run January 1 to December 31, cost $200 per quarter or $550 per year, are prorated after July 1, and a replacement costs half the original fee. The placard hangs from the rear-view mirror, carries a number and an expiration date, and cannot be transferred. Section 480.09 names where permit holders park: the Vacin Fairway from 10:00 p.m. to 6:00 a.m., the Stanley and Windsor Avenues Depot parking along the BNSF rail line between Wisconsin and Home Avenues and between East and Ridgeland Avenues from 6:00 p.m. to 7:00 a.m., and the Library East Lot from 9:00 p.m. to 7:00 a.m.
