Redding, CA Public Conduct: Loud Party Ordinance (2026)

RMC Chapter 9.01 makes it unlawful for any person in control of a premises to suffer, permit, allow, or host a party where alcohol or a controlled substance is consumed by any minor (under 21) or juvenile (under 18). Under 9.01.030(B), violation can occur whether or not the responsible person had actual knowledge or intended the use, and the responsible person need not be present. A landlord is liable only with knowledge. Section 9.01.030(C) provides a safe harbor where the responsible person seeks immediate law-enforcement or medical assistance. Section 9.01.040 sets civil penalties of $250 first, $500 second, and $1,000 each additional violation, plus reimbursement of public-safety service costs (officer salaries, equipment damage, medical treatment, administrative costs). Section 9.01.030(D) declares the party a public nuisance. A warning is required before the first citation under 9.01.040(C). On the non-alcohol side, generic loud-party disturbances are reachable under RMC 18.40.100(B) and California Penal Code 415(2) (loud and unreasonable noise that disturbs the peace).
