A.The smoking of any substance is not allowed in or upon any park facility. "Smoke or Smoking" means inhaling, exhaling, burning, or carrying any lighted or heated cigar, cigarette, or pipe, or any other lighted or heated tobacco, chemical substance or plant product intended for inhalation, including hookahs and marijuana, whether natural or synthetic, in any manner or in any form. "Smoking" also includes the use of an electronic smoking device which creates an aerosol or vapor, in any manner or in any form which can be used to deliver an inhaled dose of nicotine or other substance to the user.B.It shall be unlawful to dispose of any smoking material upon the grounds of any park facility or to fail to extinguish smoking material in any park facility when requested to do so by a city official or by any law enforcement official. A violation of this subsection shall be punishable as an infraction.
