Redding, CA Public Conduct: Outdoor Smoking Restrictions (2026)

California has built a layered statewide framework that controls most outdoor smoking issues in Redding. California Health & Safety Code §104495 makes it an infraction to smoke a cigarette, cigar, pipe, or other tobacco product within 25 feet of any playground or tot lot sandbox area, or within 250 feet of any active youth sports event. SB 8 (2019), codified at Public Resources Code §4442 and §5008.10, bans smoking at all California state park units and state beaches — including units of Shasta State Historic Park and the Whiskeytown National Recreation Area's California-managed portions where applicable. Labor Code §6404.5 (the Smoke-Free Workplace Act) prohibits smoking inside virtually all workplaces, including bars and restaurants, statewide. Redding may adopt additional outdoor smoke-free zones — common in California cities are bans at city parks, plazas, the Sundial Bridge / Turtle Bay grounds, transit stops, outdoor dining areas, and city facilities — under the city's police power; Redding's park and recreation rules in RMC Title 12 / 14 should be checked for current park-specific smoke-free designations. Cannabis smoking is additionally restricted: Proposition 64 (H&S §11362.3) prohibits smoking cannabis anywhere smoking tobacco is prohibited, and within 1,000 feet of a school or youth center while children are present.
