Farmersville, TX Public Conduct: Outdoor Smoking Restrictions (2026)

Sec. 50-135 governs the Robbin Lamkin Memorial Water Splash Pad, described in Sec. 50-133 as a splash pad and playground on the north side of Farmersville Parkway between South Hamilton and Johnson Streets. , except when city water restrictions are in effect. Within that seasonal operating window, Sec. 50-135(2) prohibits use of drugs, alcoholic beverages, and tobacco products, whether smoked or smokeless, on the splash pad grounds. The same subsection also bars glass containers, abusive or inappropriate language, pets other than working animals, food or drink on the splash pad surface, skateboards, roller blades, bicycles, and running or rough play, and it requires infants to wear swim diapers and children under 12 to be supervised by an adult.

This sits alongside the city's separate general no-smoking rule for enclosed city buildings and facilities in Sec. 32-255, but Sec. 50-135 is the section that reaches an open-air public recreation space by name rather than an enclosed structure.
