Subsection (C) extends the same ban to "any public bike trail, hiking trail, river trail, horse trail, city park or preserve, picnic area, ball field, court, play ground or other area designated or reserved for any other temporary gathering of people," and it expressly folds vaping into the definition of smoking carried over from Section 11-1-17, so e-cigarettes and vape pens are covered exactly the same as combustible tobacco.

The City adopted this outdoor recreation ban by Ordinance 19-1449 in September 2019, the same ordinance that separately created the City's indoor public non-smoking rule (Section 11-1-18) and its schools-and-tobacco-sales provisions (Sections 11-1-36 and 11-1-37). " The only carve-out is for conduct "otherwise allowed by law," which leaves room for state-authorized activities but does not create a designated smoking area inside a park.
