LA County Code Title 11.36 bans smoking in county parks (2007), on county beaches (2009), at outdoor dining areas (2010), and within twenty-five feet of any business doorway, window, or air intake. The rules cover tobacco, e-cigarettes, and cannabis under Public Health enforcement countywide.
Title 11.36 of the LA County Code is one of the strictest outdoor smoking frameworks in California. Smoking is prohibited in all county parks under a 2007 ordinance, on all county beaches under a 2009 amendment, and at any outdoor dining area, including patios and parklets, under the 2010 expansion. A twenty-five-foot buffer from doorways, operable windows, and air intakes of public buildings, including unincorporated commercial properties, applies countywide. Multifamily housing in unincorporated areas is also subject to a no-smoking common-area rule. Definitions reach combustible tobacco, vaping devices, hookah, and cannabis products. The Department of Public Health, Beaches and Harbors, and Parks staff enforce, with citations issued by inspectors and the Sheriff.
Violations are infractions with administrative fines starting around $250 and rising for repeat offenses. Businesses that fail to post signage or stop on-premises smoking can face additional Public Health citations and permit consequences.
