Inglewood, CA Public Conduct: Outdoor Smoking Restrictions (2026)

1 was adopted in 2004 to protect the public from secondhand smoke at outdoor gatherings the City itself funds, staffs, or supervises. It defines a 'public outdoor City event' as any event, meeting, sporting activity, or other public congregation held outdoors on City-owned property, excluding streets and public rights-of-way, that is supported by City funds or staffed by City employees or coaches; the definition specifically names recreational programs and sporting events in City-owned parks that are supervised by City staff or paid coaches. The smoking ban itself is broad: the ordinance defines 'smoke or smoking' to include carrying or holding any lighted pipe, cigar, cigarette, or other lighted equipment used to burn tobacco, weed, plant material, or any other combustible substance, and it covers both emitting and exhaling those fumes.

Subsection (c) then makes it unlawful to smoke at any public outdoor City event, with no exception carved out for a park's edge or a spectator area. A separate, older rule, Section 5-21, bans smoking generally inside any publicly or privately owned elevator open to the public and inside most areas of retail food markets and supermarkets (excluding food-service seating areas), and requires businesses covered by that rule to post 'No Smoking' signage in conspicuous locations.
