Pomona, CA Public Conduct: Skateboarding Rules (2026)

Sec. 58-602 states the article's purpose: to prohibit riding skateboards, roller skates, inline skates or similar devices on sidewalks, walkways, roadways and parking areas open to the public where the activity endangers pedestrians and motorists, after the city council found the practice increasing and hazardous. Three locations carry an automatic, no-signage-needed ban: Civic Center Plaza (Sec. 58-607, bounded by Mission Boulevard, Seventh Street, Garey Street and Park Street), any commercially zoned area of the city (Sec. 58-608), and any city-owned, -operated or -controlled parking lot, garage or other parking facility (Sec. 58-609). A fourth category, private property open to the public and commercial shopping centers or stores, is banned only after the owner posts signs meeting Sec. 58-605's standards, at least one square foot with one-inch lettering, and, for shopping centers, gives the chief of police written notice at least 24 hours before posting takes effect (Secs. 58-610, 58-611). Owners can withdraw from the article by removing their signs and notifying the chief of police in writing (Sec. 58-606). Sec. 58-612 separately bans building or placing any ramp or similar device for acrobatic, stunt or trick riding on any city street, sidewalk, or city-owned property or facility.

The article exempts devices used solely to transport infants or disabled persons, or to carry goods to and from a place of purchase, and the community services director can suspend enforcement by resolution for special events (Sec. 58-603). Any sworn police officer or police-approved private security officer may enforce the article, and a violation is an infraction (Sec. 58-604). At the city's skate parks, a separate division requires helmets, elbow pads and knee pads (Sec. 58-632) and bans bicycles, motorized vehicles, glass, alcohol, weapons and graffiti implements, with a minimum 30-day ban from the park for violators (Sec. 58-633).
