Chapter 484 of the Westchester County Code bars smoking in all county parks, recreation areas, swimming pools, and on Bee-Line bus stops. The rule applies to combustible tobacco, cannabis, and electronic vapor products. Buffer zones of 25 feet around hospitals, doctor offices, and county building entrances are also smoke-free. Cities like Yonkers and White Plains add their own park bans. The NY Clean Indoor Air Act (NY PHL Article 13-E) covers indoor workplaces and restaurants. Enforcement is by Westchester County Police, county park rangers, and city code officers.
Civil fines start at $50 for a first violation and rise for repeat offenses. Park rangers may also order violators to leave county property and issue trespass warnings.
