200 of the Chino Hills Municipal Code reads in full: no person shall possess or consume any alcoholic beverage within any City-Owned Open Space. Unlike several neighboring sections in the same chapter, this one carries no built-in exception for permit holders or City-sponsored activity, so the prohibition applies to hikers, equestrians and anyone else on the open-space trail system at any time the space is open, from thirty minutes before sunrise to thirty minutes after sunset. 180 allows alcohol consumption in a park if the City Council has given permission, if the person holds an Approved Facility Use Application or Special Event Permit that specifically authorizes alcohol, or at a City-sponsored or co-sponsored event authorized by the City Manager or designee.

That means the identical act, drinking a beer on City property, is flatly illegal on an open-space trail but can be lawful in a park with the right paperwork. 260, and does not carry its own infraction designation, a violation on open-space land defaults to the chapter's misdemeanor treatment rather than the lesser infraction category used for some of the chapter's other prohibitions, such as filming without a permit.
