Except as otherwise specifically permitted by the city, no person may consume in any public place not licensed for the consumption thereof, any alcoholic beverages, upon any street, sidewalk, public park, transit facility playground, city-owned facility, or in any public place, or in any place open to the patronage of the public, which premises are not licensed for the consumption of such alcoholic beverages on the premises.
