28's trespass provisions and adopted by Ordinance 1189 in 1988, prohibits loitering or standing in any public highway, alley, sidewalk, crosswalk, or other public way, or otherwise occupying any part of it, in a manner that unreasonably annoys or molests another person there, or that unreasonably obstructs or interferes with anyone's free passage. The unreasonableness standard means ordinary standing, waiting, or gathering isn't itself a violation; the conduct has to rise to the level of annoying, molesting, obstructing, or interfering with someone else. 100 separately bans sitting, lying, or sleeping on a public highway, alley, sidewalk, or crosswalk, with exceptions for a person with a physical disability, someone viewing a lawfully permitted parade, or sitting on a lawfully installed bench. 110 bars loitering, standing, or sitting at the entrance to a church, hall, public business, or place of public assembly so as to obstruct the entrance. 010, which makes it a misdemeanor unless the citing officer or City Attorney elects to charge it as an infraction, punishable in accordance with California Penal Code Section 19.
