Victorville, CA Public Conduct: Skateboarding Rules (2026)

Section 14.05.100 of the Skateboarding and Public Skate Park Facilities Ordinance prohibits operating or using a skateboard or other wheeled recreational device on two kinds of property: any parking facility, public or private, and any city-owned property, including the City Hall complex, once the city or the property owner has posted a conspicuous sign giving notice that the activity is prohibited. On private property outside a parking lot, the same ban applies once the owner, lessee, or an agent such as a peace officer or private patrolman gives verbal or posted notice under subsection (c).

Subsection (b) exempts non-recreational wheelchairs, bicycles, and any area the city council designates by resolution as a public skate park facility, currently the Doris Davies Skate Park named in Section 14.05.050. Even inside that skate park, riders face detailed rules under Section 14.05.070: helmets, elbow pads, and knee pads are mandatory, motorized vehicles and glass containers are barred, amplified music needs written city consent, and "the city's curfew ordinance shall be strictly enforced" against anyone using the park outside posted hours. A separate nuisance rule in Section 14.05.110 bans riding a skateboard or wheeled device anywhere in the city in a manner that threatens injury, blocks pedestrians or motorists, or generates loud or unreasonable noise, reaching conduct on sidewalks and streets outside the specific parking-lot and city-property bans of Section 14.05.100.

Section 14.05.120 makes any violation of the chapter, including the prohibited-areas rule, an infraction subject to citation and the penalties set out in Section 1.04.010 of the Municipal Code.
