68, Skateboards and Similar Devices, adopted by Ordinance No. 892 in 2016, regulates non-motorized wheeled devices apart from bicycles. 010 defines 'wheeled recreational device' to include non-motorized bicycles, scooters, in-line skates, roller skates and wheelchairs, and defines a city-run 'skate facility' as a signed, city-owned skate park. 84. 030 requires drivers crossing a sidewalk or crosswalk to yield to a rider, and requires a rider on a sidewalk or crosswalk to yield to pedestrians. 040 bars a rider from attaching to any moving object, whether a person, bicycle, animal or motor vehicle, and separately bars a driver from letting a rider hitch onto a moving vehicle.
