020(c) as a gathering of two or more people on private or public property whose loud or unruly conduct substantially disturbs the quiet enjoyment of property and generally threatens public health, safety, or welfare. The definition lists illustrative conduct: excessive noise or traffic, obstruction of streets or rights-of-way, public drunkenness, assaults or fights, vandalism, littering, and public urination or defecation. Domestic violence incidents and constitutionally protected activity are expressly excluded. 020(b) to include the property owner, tenant, permittee, or anyone who authorized or organized the gathering; if the responsible person is a minor, their parents or guardians share liability.
