270. Subsection (B) extends the ban to any time within the parks or on any public street, sidewalk, plaza, parking lot or restroom contiguous to or immediately adjoining a park's boundary, but only where signs prohibiting drinking have been posted; those signs may only go up under the authority of a City Council resolution finding that the park, or a portion of it, was experiencing problems with the public's consumption of alcohol. Exceptions exist under a lease, operating agreement or permit issued by the Director of Recreation, the Director of Public Works, the City Manager or their designee.

045, separately bars possessing or consuming an alcoholic beverage, or having any bottle, can or other receptacle containing an alcoholic beverage that has been opened, its seal broken, or its contents partially removed, on any public street, sidewalk, parkway or parking lot within or immediately adjoining a City park or recreation center, again subject to a Recreation/Public Works permit exception; the same section separately restricts alcohol sale or service at eight named parks, including Memorial Park, Harborside Park and Orange Park, absent a permit. 025, bars possessing or consuming alcohol without a special-event permit from the City Manager on public streets, sidewalks, the beach or launching ramp area near J Street Marina. Enforcement runs through Recreation Department and Police Department staff who cite under the Municipal Code's general penalty chapter.
