A. Notwithstanding subsections A and B above, consumption of alcoholic beverages may be permitted at planned events held at specific times in the areas stated above, including the El Cajon Performing Arts Center and the areas immediately adjacent to the East County Performing Arts Center building; provided that express permission for such is granted by the city council or city manager.
