Sec. 62-21(a) prohibits any person, group or organization from possessing, consuming, selling or offering to possess, consume or sell alcoholic beverages at any park, playground, pool or recreation center, carving out one exception: the Milander Center, which may allow beer, wine and other alcoholic beverages in connection with city-sponsored or city-approved events, subject to the facility's own use rules. Subsection (b) opens a narrower path at other recreation facilities: beer and wine may be possessed, consumed or sold when a professional sports team is operating under a city council-approved use agreement, or when the mayor has specifically approved possession, consumption or sale for a city-sponsored activity, and in either case only if the activity also complies with state law and city ordinances.

' Enforcement runs through recreation and community services department personnel authorized under Sec. 62-3, and Sec. 62-4 sets the penalty for any chapter 62 violation, including this section, by cross-reference to Sec. 00, with each day of a continuing violation counted separately. The section was most recently amended by Ord. No. 2024-115, § 1, adopted December 10, 2024, building on Code 1960, § 23-18.
