(a)(1)It shall be a violation of this section for any person to consume any alcoholic beverages and for any person other than a licensed beverage salesperson or agent to carry or possess any open container at or upon any public right-of-way, including streets, sidewalks and alleyways, whether paved or unpaved, public parking lot, or other lands or facilities owned or controlled by the City except as otherwise hereinafter provided. ... (c)Penalties.(1)Except as otherwise provided by law or ordinance, a person convicted of a violation of this section shall be punished by a fine not to exceed $500.00 or by imprisonment in the county jail for a term not exceeding sixty (60) days, or by both such fine and imprisonment.

Section 4-3(b) adds a second, separate buffer: no consumption or open container within 500 feet of a package store, food store, drugstore or other establishment selling alcohol for off-premises consumption, within 300 feet of a religious institution, or within 500 feet of a public or private elementary, middle or secondary school, unless the location is inside an enclosed building, a residence, or an on-premises licensed establishment. m.
