Lawrence, KS Public Conduct: Public Alcohol Use (2026)

Lawrence City Code § 4-106 bars three separate things anywhere on the public right-of-way: drinking alcoholic liquor, consuming it, or simply possessing an open container, whether on foot along a public street, alley, sidewalk, road or highway, or parked in a public lot. § 8-1599 for certain vehicles. The ordinance also regulates private property: drinking there is confined to licensed clubs and drinking establishments operating under the Kansas Club and Drinking Establishment Act and the city's own licensing article, to a property owner or lessee serving guests without charging for the drinks, to hotel, motel or boardinghouse guest rooms and private dining rooms under the same no-charge condition, and to licensed microbreweries and farm wineries.

On land the city itself owns, drinking is confined to a short list of named locations, including the Lawrence Arts Center, the Lawrence Riverfront Plaza and Barbed Wire Building, University of Kansas property exempted by the state board of regents, and city parks events with a Parks, Recreation and Culture Department permit; anywhere else on public property remains off-limits unless the city commission exempts the parcel by ordinance. 00, imprisonment for not more than six months, or both.
