15 splits Plymouth's open-container ban into two clauses. Subdivision 1 makes it unlawful to consume, barter, or give away any intoxicating beverage or malt beverage on a public street, avenue, boulevard, alley, or other public way, whether the person is in a vehicle or not. Subdivision 2 extends the same ban to any parking area open to the public, again regardless of whether the person is inside a vehicle. Subdivision 3 lets the City carve out an exception only for City-sponsored events, where the Council may designate specific public areas for possession and consumption of intoxicating beverages or malt beverages; there is no exception for private gatherings on public rights-of-way.
