Portland prohibits open alcohol containers on public streets, sidewalks, and in parked vehicles under ORS 811.170 and PCC 14A.50, with limited exceptions for licensed sidewalk cafes and special events.
Oregon's open container law (ORS 811.170) makes it illegal to possess an open alcoholic beverage in a motor vehicle on a public road, applying to both drivers and passengers. Portland City Code 14A.50.010 separately bars consumption in public ways and parks unless within an OLCC-licensed sidewalk cafe boundary or city-permitted special event district. Park drinking is allowed only in designated picnic shelters by reservation. Police regularly issue citations downtown and along Waterfront Park during festivals. Glass containers face additional Parks restrictions.
Drinking on a Portland street, sidewalk, or park outside a licensed area can result in a citation, ejection from the area, and potential arrest if combined with disorderly conduct or public intoxication.
