010(A) makes it unlawful to consume spirituous liquor in Sahuarita parks or recreation areas, expressly including their parking lots and driveways, unless an exception applies. The parks and recreation director can issue a permit under subsection (B) authorizing consumption and possession of beer and wine only, not the full range of spirituous liquor, and sets the rules and procedures for those permits. A permit holder must display the permit on request and follow its terms, and the director can revoke it for noncompliance; holding a permit never authorizes drinking to excess under subsection (C).

The ban does not apply to premises or events already covered by a liquor license issued under ARS Title 4, per subsection (D). 010, no person may consume or possess an open container of any spirituous liquor within a town park's parking lots or within vehicles in a town park, a prohibition the section states applies regardless of the general permit process. 35.
