01 makes it unlawful to drink, or to hold or control an open container of, any malt, spirituous or vinous liquor with more than one-half of one percent alcohol by volume in six settings: on a public street, sidewalk, highway or alley, or in a vehicle on one; on public school grounds or in a school building, bleacher or stadium; in any public place or place open to the public; in a building or on premises owned or occupied by the City, County, State, or a park, school, sanitation, flood control or Water Works District No.

8; on private property without the consent of whoever controls it; and in any Rancho Simi Recreation and Park District park. 02 carves out two exceptions: drinking inside premises licensed for on-site consumption, or in an eating establishment's immediate seating area where alcohol accompanies a meal; and drinking at an event covered by a valid special events permit or other permit that specifically allows alcohol. The chapter, codified from § 6112 of the pre-1988 code and last amended by Ordinance No. 679, effective February 10, 1988, applies citywide and is not limited to specific corridors or parks.
