St. Peters, MO Public Conduct: Public Alcohol Use (2026)

Section 600.020 of the Alcoholic Beverages chapter bars consuming intoxicating liquor, defined as any beverage exceeding one-half of one percent alcohol by volume, on any public street, sidewalk, alley, or on a City or business parking lot generally open to the public. The ban lifts only for an organized event where alcohol is served in a designated area and a valid temporary liquor license, along with any other required temporary permits, has been issued for that special event. The Section also exempts consumption inside a designated area of an establishment already licensed to sell intoxicating liquor by the drink, so a licensed restaurant patio or bar area is not swept in.

A related restriction, Section 600.030, separately limits sale or consumption of drinks in a common eating and drinking area to specially marked containers and requires the entrances and exits of that area to be posted with signs stating alcohol is confined to that space. Because Chapter 600 sets no standalone fine for a Section 600.020 violation, the general penalty provision of the City, Section 100.060, applies: a fine of up to $500.00, imprisonment of up to ninety days, or both, and each day a violation continues counts as a separate offense. The St. Peters Police Department enforces the open container ban alongside the liquor licensing provisions found throughout Chapter 600.
