Taylor, TX Public Conduct: Public Alcohol Use (2026)

Sec. 5-4 of the Code of the City of Taylor, added by Ord. No. 2022-19 on June 23, 2022, targets two specific city properties by name: Heritage Square Park, a city-owned park under the administrative control of the City of Taylor, and Pierce Park, the outdoor area dedicated as a city-owned skate park or used for other recreational purposes. Inside either park, a person may not knowingly sell, possess, or consume an alcoholic beverage unless the city manager has first authorized an event or special use.

The city manager can temporarily designate an area within a municipal park where alcohol is normally banned as an event or special-use zone, specifying both the location and the time period the exception covers; possession and consumption are then legal only within that designated area and window. Outside an approved exception, the prohibition is absolute for both parks: there is no personal-quantity threshold or time-of-day carve-out written into the section. The ban sits alongside the older, broader Sec. 5-1 glass-beverage-bottle prohibition that covers every city park, with narrow exceptions for the American Legion Hall and Firemans Hall in Murphy Park, so a person carrying alcohol in a glass container at Heritage Square or Pierce Park can be exposed to both provisions at once. Enforcement falls to the Taylor Police Department under the city's parks penalty structure.
