Article IV of Chapter 19, added by Ordinance No. 2001-46 in 2001, regulates bicycles, skateboards, roller skates, roller skis and other play vehicles in specified areas. Section 19-61 defines the "business district" as the area bounded by Sixth Street on the north, Washburn Street on the east, First Street on the south and Fowzer Street on the west, including the sidewalks on either side of those streets. Section 19-62(a) makes it unlawful to operate or ride a skateboard, roller skates, roller skis or play vehicle on any sidewalk or street within that business district.

Subsection (b) separately bans riding a bicycle on any sidewalk in the business district, though bicycles remain allowed on business-district streets. Subsection (c) extends the ban citywide to any public property posted with a sign prohibiting the activity, such as parking lots, and to private property where the owner, lessee or person in charge has posted a sign against bicycles, skateboards, roller skates, roller skis or play vehicles. Riders elsewhere must still yield the right-of-way to pedestrians, defined in section 19-61 to require yielding to a crossing pedestrian, a pedestrian in a crosswalk when a signal changes, a blind person with a cane or guide dog, and generally whenever traffic is close enough to be a hazard.

Section 19-66 confirms the article applies throughout the city on public rights-of-way and city-owned facilities, and bars a parent or guardian from knowingly permitting a minor to violate the article.
