01 of the Waterbury Code makes it unlawful to consume alcoholic liquor, or to possess it with intent to consume, upon or within the limits of any public highway, sidewalk or parking area in the city. under any circumstances,' closing off any argument that a stationary, off-street parked vehicle is exempt. The only carve-out is a written permit from the Chief of Police (or his designee) for a public function, festival or celebration. An organization seeking that permit must file at least ten calendar days before the event, listing the sponsoring officials, the exact area to be used, start and end times, expected attendance, and whether the event is open to the public; the city must grant or deny the permit in writing at least four calendar days before the event, and the Chief must confirm that all other required licenses and approvals, including from the State Department of Liquor Control, are in place before issuing it.

'Alcoholic liquor' and 'parked vehicle' are defined by cross-reference to the state statutes, Conn. Gen. §§ 30-1 and 14-1 respectively, and 'parking area' is defined broadly to include any lot or area open to public use for parking, with or without a charge.
