Columbia, MO Public Conduct: Public Marijuana Use (2026)

Under § 16-253(b), Columbia bans consuming marijuana in a "public place," defined broadly as any public or private property, or portion of it, open to the general public, sidewalks, streets, parking facilities, bridges, parks, schools and businesses, unless that specific area is licensed or otherwise authorized under local, state or federal law to permit use. This sits alongside the city's separate bans on possessing more than three ounces, cultivating outside a registered private residence, and consuming while driving. Missouri's constitution legalized adult-use marijuana statewide in 2022, but Columbia retains this local public-consumption restriction inside its Boone County city limits.
