020, writes marijuana directly into the ordinance: "smoking" covers holding, possessing, using or controlling any lighted cigarette, cigar, electronic smoking device, hookah, pipe, plant, vaporizer, weed or other combustible substance for inhaling or exhaling smoke or vapor. 030 then bars that smoking in all public recreational areas, defined broadly to include parks, playgrounds, sports fields, swimming pools, trails, campsites and walking paths owned, maintained or operated by the City, as well as in City facilities (buildings, balconies, courtyards, parking lots and garages, patios and walkways owned, maintained, operated or leased for more than occasional City use) and City workplaces.
