Jacksonville, FL Public Conduct: Public Urination (2026)

Ordinance Code Sec. 614.103 makes it unlawful to urinate or defecate in or upon any street, sidewalk, alleyway, park, beach, public building, publicly maintained facility, or any place open to the public or exposed to public view. The ban does not apply inside a restroom fixture designed for that purpose, or to urination/defecation in a diaper or medical device, but dumping a used diaper's contents in a public place is itself unlawful unless the sealed diaper goes in a proper waste receptacle. The Jacksonville Sheriff's Office enforces this section, and lying, sitting, or remaining where untreated human waste, breeding conditions for disease-carrying insects, or noxious odors are present counts as prima facie evidence of a violation.
