The only exception is a public facility designated for such use. A bush, a fence line, the corner of a field or a parking lot is not a designated facility, so the exception does not reach it.
The rule applies on City-owned parks and recreational facilities. Section 9.32.020 lists them: Paramount Park, Progress Park, All-American Park, Spane Park, Dills Park, Salud Park, Garfield Park, Village Park, Meadows Park, Carosmith Park, Pequeno Park and the City Orange Splash Pad. It also reaches other qualifying property, including the Civic Center, and City-owned land leased to a third party is excluded unless the lease expressly provides for park use. The City Council placed this rule in the same list of prohibited activities that covers smoking, open fires, and glass containers, so park staff enforce them together.
The Community Services and Recreation Director posts park hours under § 9.32.090 and places signs under § 9.32.040, and no person can willfully fail to obey a sign, notice, signal or control device placed under that section.
