Baytown, TX Public Conduct: Skateboarding Rules (2026)

Section 70-14, part of Chapter 70's parks and recreation rules, states plainly that it is unlawful to ride bicycles and skateboards on any park tennis court. The provision dates to a 1969 ordinance, Ord. No. 974, that established the original parks-conduct rules and has been carried forward through several amendments since, most recently in 1991. It sits alongside other tennis-court-adjacent park restrictions in the same chapter, including bans on vehicles on park drives outside designated areas under section 70-2 and on riding horses through parks off-trail under section 70-3.

Outside of tennis courts, Baytown's general code does not separately regulate skateboarding on public sidewalks, in the downtown business district, or on other streets; enforcement of skateboard conduct elsewhere in the city, if any, would rely on general nuisance, disorderly conduct, or traffic provisions rather than a skateboard-specific ordinance. The rule applies to all of the city's park tennis courts alike and does not distinguish between public and reserved court time, and it is cross-referenced in the Code's traffic and vehicles chapter as one of the city's specialized non-motorized-vehicle restrictions. Because section 70-14 doesn't set its own fine, a violation defaults to the Code's general penalty in section 1-14, which caps most fines at $500.00 per offense.
