Chattanooga, TN Public Conduct: Skateboarding Rules (2026)

Adopted by Ordinance No. ' Rather than referencing a zoning district, the ordinance attaches a full legal description that traces the ban's boundary: beginning at the Tennessee River bank at the southwest corner of Parcel 4, Group B, Map 145-B, the line runs southeast across the Southern Railway right-of-way, follows Riverfront Parkway to Main Street, continues to Central Avenue, 11th Street, Magnolia Street, McCallie Avenue and Palmetto Street, crosses to 3rd Street, follows the Southern Railway again, then Riverfront Parkway to Citico Creek, west along the river to Veterans Bridge and Georgia Avenue, northeast across the river to Frazier Avenue and Market Street, and back across the river to the point of beginning.

That loop covers essentially all of downtown Chattanooga on both banks of the river, including the North Shore around Frazier Avenue and Market Street. The prohibition applies only to skateboards and 'aggressive skates,' the ordinance's term for inline or aggressive-style skates; it does not by its text reach bicycles, scooters or other wheeled devices, and it does not touch private skate parks. The section names no enforcing department, but Chapter 25 offenses are cross-referenced to the Chattanooga Police Department. Because § 25-28 sets no penalty of its own, a violation falls back on the Code's general penalty provision, § 1-8.
