Coeur d'Alene, ID Public Conduct: Skateboarding Rules (2026)

Two separate rules reach skateboarding in the City of Coeur d'Alene. The downtown rule is § 10.40.030. Subsection A.1 makes it unlawful for any person to ride or operate any motor vehicle or human powered vehicle, except a motorized wheelchair operated by a disabled person, on the sidewalk along Sherman Avenue between First Street and Sixth Street. A second sentence in the same subsection extends the sidewalk ban to the sidewalk from Lakeside Avenue to Front Avenue between First Street and Sixth Street, unless the rider is crossing into an alleyway or private drive or entering a crosswalk. Subsection A.3 then bars riding or operating a skateboard, roller skates, in-line skates, human powered scooter, or other toy vehicle on the streets, highways, or sidewalks in the area described in subsection A.1.

The code defines toy vehicle as coasters, scooters, roller skates, or any other non-motorized device with wheels or rollers upon which a person can ride. Wagons and strollers, devices for transporting children, infants, invalids or incapacitated persons, and carts or other devices used for transporting merchandise or materials are excluded so long as they are used for their intended purposes. The Mayor and City Council can allow bicycle, skateboard, or other exhibits or demonstrations by permit or other ordinance.

Inside the park system, § 4.25.120 adds place-specific bans. It is unlawful to ride a skateboard in Veterans' Memorial Plaza, to ride or operate any toy vehicle, including remote control vehicles, at Cherry Hill Park, to ride or operate a toy or wheeled vehicle on the band shell in City Park (wheelchairs excepted), and to ride a bicycle on any portion of Tubbs Hill owned or leased by the City. The code separately defines the Memorial Field Skateboard and BMX Freestyle Park as a skate park and BMX freestyle park and playground adjacent to the Memorial Field parking facility, west of Northwest Boulevard.

City parking facilities are closed to wheeled recreation entirely: § 4.15.040 C.8 bars operating or riding any skateboard, roller skates, rollerblades, in-line skates, coaster, sled, wagon, scooter, or similar device in any parking facility, with an exception for wheeled equipment necessary for ambulation by a disabled person.
