Conway, AR Public Conduct: Skateboarding Rules (2026)

Chapter 7.56, Skates and Skateboarding, adopted by Ord. No. O-96-40, defines the Business District in § 7.56.01 as the area designated C-1, Central Business, on the Conway Land Development Code Zoning District Boundary Map, and defines both a skate (a shoe or boot with wheels fixed to the sole) and a skateboard (a short, narrow board with roller-skate wheels mounted underneath). Section 7.56.02 flatly bars using either device on any sidewalk or street within that business district, without an exception for hours or activity type.

Because the restriction is tied to the C-1 zoning boundary rather than a citywide ban, skating and skateboarding remain lawful on residential streets and sidewalks outside downtown. Section 7.56.03 places responsibility on a parent or guardian whenever the rider is under fourteen years old, so a citation for a child's violation can fall on the adult rather than the child. Section 7.56.04 sets the penalty: any individual fourteen or older, or any guardian or parent who knowingly lets a child violate the chapter, faces a fine of not less than five dollars ($5.00) nor more than fifty dollars ($50.00) per offense, and the code treats each day a violation continues as a separate offense.

The same business-district skateboarding restriction is also referenced in the vehicles-and-traffic title at § 8.20.06, but § 7.56.02 in the Public Peace, Safety and Morals title is the operative citywide skating rule.
