Corvallis, OR Public Conduct: Skateboarding Rules (2026)

Corvallis Municipal Code Section 6.10.060.030 governs 'use of skates,' a term the code applies broadly enough to reach skateboards along with roller skates and in-line skates. Skates may be operated on public streets, on private property with the owner's consent, on public sidewalks, and at the public Skate Park, except where otherwise prohibited by the ordinance. The section then draws a specific downtown exclusion zone: no person may operate skates on the sidewalks or streets within the boundary running along the northerly side of NW Jackson Avenue between NW Sixth Street and the Willamette River, the westerly side of Sixth Street between Monroe and Jackson, the northerly side of Monroe between Sixth and Eighth, the westerly side of Eighth between Monroe and SW Madison, the southerly side of SW Madison between Eighth and Fifth, the westerly side of Fifth between SW Madison and SW Jefferson, and the southerly side of SW Jefferson between Fifth Street and the Willamette River, excluding the Riverfront Bike Path.

The code carves out a narrow exception letting in-line and roller skates use sidewalks inside that boundary if operated at no more than an ordinary walking speed and not carelessly. Riders under 16 must wear ORS 815.052-approved protective headgear, and skate racing, holding onto a moving vehicle, and careless operation are separately prohibited. Because Section 6.10.060.030 sits in Chapter 6.10, Corvallis Police enforce it, and violations of the chapter carry the Section 6.10.080.010 penalty: a fine up to $150.00, community service, and/or impoundment of the equipment or vehicle involved.
